Following clearance of the vegetation (centre) on the embankment beside SH1 southbound from the Cook Street off-ramp, construction of the northern extent of the new North to Port and North to Northwestern Motorway links began in February 2005. These new links will exit from the left of the Southern Motorway. The existing southbound carriageway is to be realigned and lowered between the Cook Street off-ramp and the Hobson Street on-ramp to allow the new links to pass over the Southern Motorway on a new bridge. Initial work will include shifting SH1 north and southbound carriageways onto temporary alignments between Cook Street off-ramp and Hopetoun Street bridge to allow a safe working space for construction of the new retaining walls and bridge. The new North to Port and Northwestern Motorway links are scheduled to open late 2006.

600 metres of retaining walls are under construction in the area of SH1 southbound between Cook Street off-ramp and Hobson Street on-ramp. Four of these retaining walls and the two walls for the 200m long cross-over bridge are required to enable the excavation of the Southern Motorway southbound. Four more retaining walls are required in the embankment beside Union Street, to provide the new exit lane.

SH1 southbound traffic will be shifted onto a temporary alignment to be constructed behind the new walls, later this year, while the existing southbound carriageway is excavated and a new carriageway constructed 4m lower than at present. The lowered carriageway will provide headroom for the cross-over bridge which will carry traffic to the Port and the Northwestern links.

As well as the retaining walls being constructed, three existing structures (Wellington Street Bridge, SH1 to Nelson Street off-ramp and Hobson street on-ramp to the Northwestern Motorway) need to be underpinned to allow the Southern Motorway southbound to be reduced in level directly adjacent to the existing foundations.
